From the global to the local: Prospects and practices for gender equality in community development “

DETAILS: This month’s presentation interrogates the implications of the ‘measurement turn’ in global development cooperation for gender equality.  While aid recipient countries are expected to account for their effective use of aid by applying globally agreed indicators, an examination of local organizations’ practices point to the challenges of trying to ‘fit gender’ into what are considered gender-blind frameworks and tools. 

Using Nicaragua as an example, and drawing on feminist political economy as a theoretical framework, the research seeks answers to the following questions:

  • Is it possible to create gender-sensitive, context-specific measures of aid effectiveness for gender equality?
  • What do these measures look like?
  • What are the attributes of successful gender-sensitive, people-centered indicators of aid effectiveness?

Research findings point to organizational practices that aim to resist, counter, and re-define current notions of effective development leading to richer, dynamic and complex understandings of effective community development.

BIO: Astrid V. Pérez Piñán joined the School of Public Administration as an Assistant Professor in 2016. Prior to joining the school, Astrid was a Visiting Research Fellow and Post-doctoral Fellow (Gender Studies Dept) at UVic's Centre for Global Studies. Her work explores the changing development cooperation landscape in regards to global gender inequality. She is interested in the 'measurement turn' in global development and the processes leading to the creation of feminist alternatives to neoliberal economic development emerging from communities in the Global South, not limited to but including indigenous and afro-descendant communities.  Her research interests include feminist perspectives on: international development, sustainable economic development and well-being, politics of decolonization, and the Global South.

“Global Talks Signature Series”: This year we are trying something a bit new and asking our more senior scholars and associates to participate (especially) in the first Wednesday of the month presentations as our “Global Talks Signature Series”.  This “Signature Series” gives us a chance to tap into our expert community on/off campus to reflect on some of critical questions and emerging global issues. (This may be one of you so if you have a session in mind please feel free to send me a note.) Essentially, this “Signature Series” is a way to further encourage those closely involved with the Centre to put time aside monthly to learn from each other and further develop our community here.
