DETAILS: Drawing on their experiences negotiating transboundary water agreements in the Mackenzie River Basin, aboriginal law expert Merrell-Ann Phare and the honourable Michael Miltenberger will discuss their vision for collaborative consent – a shared decision-making process with First Nations governments. Phare and Miltenberger will discuss the importance and complexities of the implementation of UNDRIP, and its role in navigating nation to nation relationships.

Merrell-Ann Phare is a lawyer and author of the book Denying the Source: the Crisis of First Nations Water Rights and Ethical Water. She is Chief Negotiator on behalf of the Government of the Northwest Territories in their negotiation of transboundary water agreements in the Mackenzie River Basin and in negotiating the Thaidene Nene national and territorial parks. As Founding Executive Director of the Centre for Indigenous Environmental Resources (CIER), she worked to assist First Nations in addressing environmental and sustainability issues facing their communities. Merrell-Ann is legal counsel and advisor to a number of Indigenous and other governments and organizations, a member of the Forum for Leadership on Water, and regularly speaks on topics addressing environmental issues, Aboriginal rights, and governance.

Michael Miltenberger is the principal of North Raven. His interests are water protection and governance, working collaboratively on environmental protection, renewable energy development, building efficient government, expediting land claims, and strategic planning. He works with Aboriginal and Crown governments, ENGOs, industry and the private sector providing strategic political advice, and is a member of the Forum for Leadership on Water. Prior to his current work, he spent 20 years as a MLA in the NWT Legislature, 14 of those years as Minister of the Environment and Natural Resources, Minister of Finance, Minister of Health and Social Services and the Minister Responsible for the Northwest Territories Power Corporation.
